Research Cost for Pop/Planet reduced (Does not work with 1.2.0+)

Description
=== This mod does not work with the latest Stellaris Patch 1.2.0 - Since this mod is still subscribed to I will leave it up for now, but as I no longer play Stellaris it will not be updated any time soon, sorry! ===

I felt that the research penalties for doing well in the game and expanding were a little harsh.

1.1 Clarke helped, but taking a massive research penalty for colonizing planets still seemed a bit much.

This mod simply halves the default values from:

10% / Planet

to

5% / Planet

and

1% / Population

to

0.5% / Population

These changes shouldn't affect the AI because as far as I know the AI cheats and its tech research isn't affected by population anyway!

Thanks for the message. Forgot I had a mod up for this game. As you can probably guess I've not played Stellaris in quite some time so this mod hasn't been updated. For the sake of anyone who may not be running the latest patch for whatever reason I won't bring down this mod yet. I'll put a warning in the description though.

It seems that current version of the mod is incompatible with 1.2.0 game patch. I can't create an empire and start a new game with only this mod selected.
From technical standpoint, maybe the mod author should avoid overwriting common\defines\00_defines.lua, as it is bound to break things. Follow the friendly advice in the top comment of said file.

Yep this does the trick... however on the downside, protectorate npc nations will never be able catch up and become a vassel >.<
