Sorry. Somehow I've been desubscribed to the thread, and only just realised it.
I've been off modding for the last half a year, but I'm hoping to get back into it within the month.
Your suggestions look quite good to me, and I've always been bad at writing stuff like this, so expect to see most of it implemented in the next patch^^ (Now, if only I could get find the skills to make some good icons, everything would be great:P)
I'm afraid that this is because of my lack of imagination, for the most part. As I've had problems finding "good" negatives for scientists, that does not straight up make them useless if they are applied.
Though with the last few expansions, I should have a bit more room to work with, so I should definitely look into creating a few more.
You can freely use them in your mod, or not. You're the boss!

This leader feels as if their services are more valuable than their peers, and demands a higher wage and sign-up fee.
RULER
"Naval Disinterest"
This ruler holds a higher favor towards defensive strategies, and discourages offensive military production wherever possible.
"Pacifist"
This ruler has a deep discontent towards violence, and will only follow the path of violence begrudingly, to the deficit of offensive army production.
This ruler has no sense of scarcity, and sees no problem spending more than what is necessary for their military assets.
"Military Traditionalist"
This ruler only rarely accepts new tactics over old, tried and tested tactics. As a result, ships' construction and retrofitting methods are behind.
"Peaceful"
This ruler has no interest in violence, putting higher regulations on fleet weaponry than most. Often to the deficit of military tactics.
"No Architectural Sense"

"Poor Architectural Logistical Knowledge"
This ruler does not see the value in modernizing architecture, and such industries are behind most others.
"Anti-Colonialist"

"Non-Expansionist"
This ruler is more focused on a more united and cohesive empire than a large and distant one, and tries to discourage colonization of new worlds.
This ruler is especially environmentally conscious, and attempts to protect native wildlife if possible.
"No Connections"

This ruler is quite the pushover, and doesn't have a good grip on their ruling seat. They allow others to do most of the decision making for them.
"Tyrant"
This ruler seems to lack empathy towards their citizens, residents, and/or servants. They do whatever is necessary to keep them in line, forcefully if in a bad mood.
"Poor"

"Poor Trade Knowledge"
This ruler doesn't see much value in the market and trading, and such industries struggle more than others without regulation to keep them in line.

This ruler doesn't care much about if the navy's fleets are well-organised, or even decently organised. Ships often take more than their fair share of naval capacity
