Strategic Resource Buildings

Description
Adds upgradable structures to exploit each strategic resource that can be found on colonizable planets or asteroids. Total yeilds are comparable to appropriate-tier buildings, and most have a small bonus based off the resource

All are upgradable to maximum tier without being on the capital world. Asteroid colonies can ignore the requirement for a second-level capital.

your localization for the buildings and their descriptions is broken. Instead of giving us the name or the description we get the code reference for example building_ergos_vapor_well_1_desc

Fixed it. Typo when I created the upload copy borked things.

hey, the file is not working, when I go tot he Archive / Zipped file, it is 0kb and cannot be opened
