Can be placed anywhere on ground.
A couple of these in any suburb will supply that area.

I think this should be used with a single powerplant, the idea being that it distributes electricity to residential areas, as with real-life substations. It can also be used in the early game.

No noise pollution as in real-life substations make little noise and are placed in residential areas.

Substations don't usually generate power. See https://en.wikipedia.org/wiki/Electrical_substation .
