Defensive Pacts Fix (Obsolete)

Description
NOTE: Since the issues with vassals and defensive pacts have been fixed, this mod is no longer being maintained.

Update 11/07/2016: Can't figure out how to modify the opinion penalty for alliances/federations; I think it's a bit too deep in the. I've also fixed a hilarious oversight Paradox made with the Support Independence action - you can't revoke support unless the recipient is independent as things currently are.

This is a bandaid mod that tries to circumvent a couple of bugs with defensive pacts. Right now, in 1.2, there's a bug where vassals will automatically form defensive pacts with their overlords, which drain influence, and are pointless because you're automatically called to wars anyway. This mod lets you break those pesky defensive pacts without incurring any opinion penalty.

Currently changes:
- Enables defensive pact breaking for vassals and protectorates.
- Removes opinion penalty for breaking defensive pacts if the recipient is your subject.
- Enables revoke support action (it wasn't working before)

Overwrites common/diplomatic_actions/00_actions and common/opinion_modifiers/00_modifiers, so it's not compatible with mods that also modify these files.

Oh, that's probably because I forgot to account for federations.

Thank you but its not working for me. Breaking a defensive pact with my federation allies still incurs an opinion penalty.
