Wired Rail Bumper

Description
Adds a wire input node to the rail bumper; when receiving power the bumper is retracted to allow rail platforms to pass through.

this is actually kind of amazing as I can now have a rail system that stops when I'm at the end and takes the rail platform away to never be seen again (or until I press the "call" button to get my rail thing from storage)
