Beginner Snow Town (Save 1)

Description
A starter city using ALL current DLC's. No asset mods and only tool mods like Precision Engineering, City Vitals watch etc which don't affect save files.

Network Extensions Project roads are turned on, I think I used a couple so I've added it as a required addon just in case.
