looks like that mod has altering water too. i'm sorry i can't because i left modding a year and a half ago.

copy the reflection.dds file in /map/terrain/reflection.dds to map/random folder

So this darker water happens to me in vanilla eu4 without ever having subscribed to this mod when i generate a random new world, can someone explain this to me?
