Report a translation problem
As was recently pointed out somewhere Wales and Brandenburg have the same Mod ID, meaning if they are to both show up on the Mods screen one of the .modinfos must be edited; setting the ModID to anything different should work.
If this isn't the issue you're talking about, then you're presumably meaning the civ doesn't show up on the selection screen. Make sure youaren't clicking Back at any time once you've opened the Mods screen. Post Database, Stopwatch, and Lua Logs on CFC so that the presumable conflict can be explained.
Make sure you have at least both expansions and preferably all DLC, because most mods assume this complete package as ascertaining which tables or methods work or exist with what DLC is difficult and people can use a DLC civ as the basis for a SELECT statement. If you don't have them then the spring sale will presumably be soon.
Steam has no @ function.
