Tranq Gun

Adds a tranq gun. Can down enemies with relatively low damage but has an extremely low fire rate, even slower than a sniper rifle. Perfect for capturing enemy pawns with good traits, but such a long aim time that it would not make a good weapon. It can be made in a machining table, requires neutroamine to make.

Please leave any thoughts on whether it is over powered, and if so, how to counteract this.
