Tech Weights Addon For Gwen Mods

Description
This is an add-on mod that does nothing on its own. It allows traits from my other mods to increase and decrease tech weights by editing the core tech files. I made this part of those mods into its own mod to allow for compatibility with other tech mods that alter those values. Mod authors that want to make compatibility with their mods can use the changes in here as base for compatibility. This mod creates compatibility for all my mods and does not require more than one of them to work. This edits all the files in common\technology

given how major the changes are going to be I'm going to hold off on incorporating tech weight changes from Complex Species Traits until the 1.3 update hits.
