Before passing the transitional hallway, Duke reads a security screen about the new-found fusion tower. It reads the tower is restricted due to maligned use and non-maintenance. So blacklisted, the entrance is restricted only to special renegade forces and very well-hidden no one should attempt to find it causally. Duke totally ignores the security warning and proceeds to scour for the entrance to the tower at all costs.
