(Request from a friend. Basically a retextured wizard hat.)

I believe this is the cultist armor! It is an uncommon drop from occasus enemies during story missions. The glitch mission is the best for farming it.

So, it turns out that steam workshop mod # 781725259 (Witch Hat Mod), steam workshop mod # 1546609396 (Starbound Halloween Mod), and steam workshop mod # 729584215 (Castlevania) all have an item called 'witchhat'.

I'll have to look into it not appearing in the spinning wheel, Starbound hasn't significantly updated in a while so if it is an issue then it's been unnoticed for a while.
