Description
Adds Hell from Touhou Project as a playable civilization, led by Hecatia Lapislazuli from Touhou Kanjuuden ~ Legacy of Lunatic Kingdom. Requires Gods and Kings and Brave New World.

Hell is an unusual civilization that, like Polynesia, has a more or less worldwide presence from the very beginning. With three separate starting positions, Hecatia can quickly secure alliances with city-states, spread religion, and be the first to explore the whole world. However, her expansion options are limited to conquest, and her cities are attractive conquest targets themselves.


Unique Ability - Trinitarian: Receive 2 Settlers in faraway locations after founding the Capital. Cannot build Settlers, but can annex Cities. Unhappiness from number of Cities reduced by two thirds. -1 delegate in the World Congress. Each original City allows airlifting and grants one delegate to whomever controls it. The script for placing the Settlers will attempt to put them in favourable locations away from other Cities or Settlers, but may not always, especially on crowded maps. When playing as Hell, it is recommended that you found your second and third Cities after the AI has already settled. AI players may not correctly utilize the extra settlers and will most likely end up with just one city.

Unique Building - Ministry of Right and Wrong: Replaces the Courthouse. Removes extra Unhappiness from Occupied Cities and is granted for free in your first three settled Cities. Every three Ministries provide +1 Happiness and Faith.

Unique Unit - Yama: Replaces the Swordsman. 100% Combat Strength bonus against Cities. Cities with a Yama garrisoned in them cannot have other Religions spread to them. (The religious protection is lost on upgrade.)


There is a known issue wherein if you start a game as another civilization, then back out to the main menu and start a game as Hecatia, you will not get the extra settlers when you found your first city, even on restarts, until you back out again. The cause of this is unknown.
