I considered both the Teutons and the Goths for the Saxons, but I decided against it because neither of those civs have 20-man transports. As for the Burgundians, I will consider making them Franks in the next version, because I think it's better for the gameplay to keep siege onager civs to a minimum.
The province of Hispania is made up of one major city (Osca) and two minor cities (Gerona and Pompaelo). You build castles on the spots with 12x torches to take control of major cities, and towers on the spots with big flags to take control of minor cities. You can see what cities make up what provinces in the bottom of "Hints".
