Buy default 2 Liga have no teams that goes down, i cannot change it

This update is not working. In the second League are not set 2 relegated teams.

error, 3.LIGA (ČFL,MSFL) teams cannot cede the higher. CORECT ( 2.LIGA-2 teams go down,3 LIGA- 2 teams go up)
