The Netherlands, A small country in West Europe with 17milion plus inhabitants.

The first railroad line is build from Amsterdam to Haarlem before 1847 and has been extended after to Rotterdam trough Leiden and Den Haag.

The Netherlands now has to most busiest Railroad system in Europe and the third busiest of the world.

No industry as I haven't found out how to add it yet...

(Hint: Start the game and place the Industry with the default ingame "No Cost" mod enabled while paused the game. After that save the game and restart it with the "No Cost" mod disabled...)
