"Boom first, Words later"

I don't want this item to be another boring replacement instead i'd like for it to be a charge weapon, something that would share much with the classic and the huntsman in terms of slowing down the player and a lower damage output when not charging the weapon but this item would be different and would be able to kill a demoman or soilder on it's highest charge but not the heavy.
