Description
Very slightly modified version of gm_excess_construct_13 for personal server. Added glass, combined city and water areas into one, attempted optimization of ^. More changes to come. Probably not of interest to anyone else, only making public so dedicated server stops complaining about not being able to access it.

I know the doors/switches aren't currently working. Easy fix just haven't got around to it yet.
