Description
This compatibility pack requires the Vox Populi/Community Balance Overhaul[forums.civfanatics.com] and the Shu Kingdom.

In this pack, it provides balances for the Wei civilization for the Vox Populi.

UA: Great People are generated +15% faster. Conquering a city grants GPP of choice. Conquering a capital or city-state grants a free great person.

UB: The Bureau of the Talent is a replacement of the Garden which serves as both its replacement and a barrack by granting additional experience and Great Person generation.

UU: The Tiger Rider is a replacement of the Knight that has no penalty when attacking cities while also earning a free Drill I promotion making them the backbone of a Wei Invasion force.
