Create a Popular Sight-Seeing Destination!

Just a random scenario I threw together because I wanted the achievement for using the scenario editor. I thought some people might enjoy it.

Your objective is to have all of the following conditions met at any given time:
- Build a Luxury Hotel
- Have less than 500000 in loans
- Own 9 Map Tiles
- 750025 Tourists visited the city.
- Unemployment rate under 25%
- Crime rate under 20%
- Average citizen health over 75%
- Build Train Station
- Build Cargo Train Terminal

You are trying to create a popular sight-seeing destination, though how you do so is up to you! Have fun!

Edit: I just realized I have to make 10 scenarios for the achievement, so you MIGHT be able to expect more from me. Also please leave feedback on what you think I should do in future scenarios, as well as what you think of this one. If anyone is wondering about what DLC I have to know the limits of my scenario capabilities: At the time of creating this Scenario I only owned the After Dark DLC. At the time of uploading it, I had just got home from work and had literally JUST bought Snowfall and Natural Disasters. I have Match Day, too. Mostly because It's free.
