Bug Report: Remote Control uses wrong axis in atmosphere

Description
This is a test world to demonstrate a bug with the autopilot in the 01_167_003 64-bit Windows Stable build.

I have a remote controlled ship set to move between two points, a point in space and a point in the atmosphere. The control's direction is "up" when heading to space, and "down" when heading to the planet. The points are about 3km apart.

Intended result: Ship moves vertically between the two points, the bottom of the ship always facing the planet.

Observed: Bottom of ship faces toward planet when not in atmosphere. In atmosphere, left of ship (relative to Remote Control block's model) faces toward planet. Ship rotates when entering and exiting atmosphere to reorient as observed. Ship pitches up relative to control when flying away from planet while in atmosphere.

You can turn on the remote control with the frontmost buttons on the panels directly attached to the remote control.
