Southern Allies v1.3.0

In order to create an additional theater of conflict, some ahistorical changes to the factions have been made.
The Allies, Comintern and Axis each gain a selection of allies in South and Central America. Only, Brazil remains unaligned. Each has had a shift in party support. American guarantees have been removed from Conintern and Axis nations. Panama has been puppeted by the USA to represent that country's political position.

Reseach Cooperation for all southern allies is being considered.

Updated Countries Files to Version 1.3 and Together for Victory.
This should now result in stable and sensible factions. Previous version did crazy things like incorperating Australia into the UK.

Added the same idealogy support for 1939 start as the 1936 start.

Tricker reduced to 200. Naval Invader remains at 100.

Naval Commanders traits costs reduced 700 -> 300.

It has been placed in a Osric Tweaks Mod.


Note on Canada: Due to the Together in Victory National Focus tree for Canada, there is a predicted problem with one of the subpaths for Facist path.
It involves flipping and alling with Mexico. While I could include an edited National Focus tree or redo the factions completely.
I am avoiding this. I want minimal changes for more mods to works.
It is also a low probability path that may still be useful.
