Premises

Naval Wars require approximately 30 NIC to fuel a naval war with a build time over 3 years.
Existing fleets represent years to 10s of years of production with the counties full production capacity.
This means that competive naval combat is unachievable.
First option, reduce fleets. Boring.
Second option, increase axis fleets. Boring.
Third option, increase production capacity of nations asymmetically. Axis needs a initial edge which will eventually
balanced out by allied forces.

This mod changes the initial number of Naval factories available to each major faction.
Nation Focuses will be reintroduced in the next version once stablity issues have been examined.
To counter weight the increased resources pressure each additional naval factory also gains 2 oil, 6 steel and 2 chromium in the same state.
This allows players and AI using export focus to avoid a major starting resource crunch.


GER has 20 NIC + NFs from first version of the mod.
Increase all major countries to 20 NIC.
Setup NFs to add 30 to 40 NIC at certain times.
Give Britian and USA edge of 22 NIC initial.

ITA Mare Nostrum, Atlantic Fleet

USA Arsanal of Democracy, war bonds, liberty ships 6 NIC ->
SOV Oceangoing Navy, Armerment Effort, Expand the Red Fleet.
