if # of # items complete is '4 of 4 items complete' and you downloaded a mod for this game today and downloaded another without stopping steam (as in closing it and exiting out to stop it from working, or restarting/turning off the PC), '4 of 4 items complete' is going to stay as '4 of 4 items complete', not go to '5 of 5 items complete', as the game's workshop download goes from 'complete' in the download list to downloading, then back to complete.
that is the best way i can put it. hope it helps you out in some way.
really? all subed mods automatically download, and if a mod is updated, the new update will automatically download once the game using the mod is started, if the update has yet to be downloaded. once subed to a mod, see if the downloading bar at the bottom of the steam window shows up, but it may go away as soon as it shows. if so, look at the '# of # items complete' under where the download bar is. most times you'll see the bar, but if not, # of # items complete was...... lets say it was '3 of 3 items complete' and is now '4 of 4 items complete', the mod download is done. ......
