I just did not put the shops and toilets, because the blueprint was already 2000 pieces.

To build it: 12 sets of rooms (actually 6, because they are double) + glass wall on each corner + the diagonal tower over it + monorail station and ceeling room right in the middle - just duplicate it all and rotate to close the whole building - it is easier to follow the building images.
