Yes, you can use this mod for a mod-package
For modding this game, you only create/edit XML files (if you make features/software that is), and as long ad you do it properly, it works. This website will give a detailed description of how to mod the game:

As for modding other games, i really can't tell you as it is very different. For modding this game, as i said, you edit XML files, and you can use editors to create furniture. Other games, like arma for instance, requires a whole different approach. Here you will need skills in programming and things are generally much harder, but you can customize things much better when modding like this.
To sum it up, i can never give you a direct guide to mod in general, as it will be very different from game to game, but the best thing you can do is google how to mod for the game yiou want to mod.
