Made this recently (https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1415634881&searchtext=) . Now one can have all the world powers from Red Alert 3 in one map.
This is caused by the game treating the Shogun Executioner as a "wonder," if you will, since only one can be allowed in the world at any given time. If the Barbarians manage to spawn a Shogun Executioner at an encampment before the player or the Imperial AI can build one of their own, the ability to build it will be lost forever, just like a wonder, since the ability to build a wonder can't be reclaimed after the wonder has been built, even if the city with the wonder is razed and the wonder is eliminated from the game. It can be fixed if you change the code to only allow one per player, instead of one per world.
