Outpost Ark NPC reducer

Description
This mod removes the NPCs from the outpost that aren't essential, and adds Santa back to it.
Performance gain in the outpost may rise.

Caution, Santa doesn't seem to sell things outside of december.

And please do not downvote simply because this isn't useful to you, a few people i know have requested this.

It's funny that nobody puts this in the Performance Modpack.
