Less BS Yellow Alert

Tweaks LW2 yellow alert to be less trigger happy. Removing the yellow alert actions if an alien is activated on the same turn it goes from green alert to yellow alert, this will happen if a second pod patrols into you and hear your overwatch fire on the same turn the first pod patrols into you. This also cause units that are damaged while scampering not ever take yellow alert actions (but can still take green alert actions), following the behaviour of those who took damage before scampering.

Since LW2 is balanced by experience instead of hard data of how things actually work, the old behaviour might cause the reflex percentage to be adjusted down a bit, you can balance out this by slightly increasing the reflex action chance in XComLW_Overhaul.ini, but you need to update the green/yellow alert chance ratio in <steam library path>/SteamApps/workshop/content/26850/880363602/Config/XComScamper.ini

Compability:
No overrides, but has no effect if Long War 2 is not active.
