Hey, I'm running into an issue with this extention. Not letting me start up a game with this extension enabled. Did some quick testing to make sure its this mod and redistricting and the Poland extension both work fine.

Database.log is throwing this exception if it helps:
[738064.464] [Gameplay] ERROR: Invalid Reference on CivilizationTraits.TraitType - "TRAIT_CIVILIZATION_BUILDING_PUB" does not exist in Traits
