Birhday Party Bridge

Description
For some reason, a young child decided to have his birthday party on a bridge. Unfortunetly, there are no local bridges able to support the weight of all of the vehicles at once. The mother has given a strict budget of $22,000, to build the safest, cheapest bridge possible. Good luck!
