RA3 Peacekeeper Voicepack

Description
(Update 22-11-2017)
Fixed an error in the code, hereby making the voicepack operational again

(Update 17-11-2017)
Made the upk file smaller, thus cutting down the size from 32.465 MB to 25.134 MB
Also made some small changes to some of the sound cues, and added in some voicelines

This voicepack adds in the Red alert 3 Allied peacekeeper

182 voice lines
Radio filter added

Recomendations:
Century Bomber, Aircraft Carrier, Hammer Tank, and NOT the Cryo Legionnaire

More Specifcally:
Make these 3 units avalible for SPARKs

Ideas for quotes:
(Century Bomber)
"Well Boys, I rekon this is it" for being revealed
(Aircraft Carrier)
"NOW! Desend upon them!" also for being revealed
"There's the target, GO!" for spotting an enemy after being revealed

We need japanese attempt at making anime real voicepack. because we need psi voicepacks that have the whole "Biotic God" feel to them
