Increased Manpower from Non-Core States (Realistic 25%)

This mod lets you use 25% of manpower in your cored state, primarily to make smaller states able to "conquer" something more and not to stop there.

COMPATIBILITY

This mod is obviously not compatible with Ironman

This mod should be compatible with everything that doesn't change "manpower" fron non-cored states.
