UESC #36 - Outpost Delta

Mining and support outpost for a hostile environment, including defensive walls, gates, and turrets. Two main gates and interior parking for assorted ground or hover vehicles. Vanilla build, minimal moving parts (no rotors).

I updated the base to "Nobody" and added a judge faction as requested.
