Description
This mod adds a planet edict that named "Leader Selection".

As the name suggests, you can hold a Leader Recruitment Meeting on a planet. Of course, this needs to consume a lot of energy credits. Anyway, in the late-game, there is too much excess on energy.

Recruitment have different specifications, the higher level, the more cost and higher chances to obtaining a rare leader. Believe me or not, cheapest is the dearest.

The minimum needs to be held on a planet of at least 5 pops and requires at least 400 energy. The highest-spec recruitment need to be held on a planet of 25 pops and consume 20K energy.

Issues:
  • Ultra rare leaders should have three to four skills, I wrote in the code, but somehow it didn't work.
  • Originally set to consume food, But there's no variable called "food", Amazing!
  • Icons may not see clearly. It's so hard to find suitable icons which are free for use. If I find some, I'll replace it.
  • Imbalance, yes... and I don't know how to deal with this.
  • If you find some expression are quite strange, because the localizations are translated from Chinese by http://www.bing.com/translator.

So I'm looking forward to some collaborators to give me some guidance or help and test.

This is a very interesting concept, but without the ability to increase the leader cap (number of possible leaders in an empire), I just don't see the point. Yes, it allows to 'invite' highly skilled leaders to work for the empire, but that is something one can always...fix, and easily.
