Description
Adds a new commercial and theater district based Projects:

Commercial Project - Wall Street; Provides +3 Great Merchant points Cost = 3x vanilla project
Theater Project - Art Gallery; Provides +3 Great Artist points Cost = 3x vanilla project

Just to add some variety to the projects. Attempt to stop as much project spam in the late game by increasing the cost.
Projects provide no gold once finished.
