Free Sector Draining

Description
Just removed the costs for draining sectors regardless of defensive wars.

Compatibility:
  • Multiplayer when everyone has the same version of the mod
  • Savegames
  • Ironmode Achievements
  • All languages
  • Mods that don't change following defines:
    NGameplay.DRAIN_SECTOR_RESOURCES_INFLUENCE_COST

I think this is no longer needed.
* Reworked sectors to be automatically generated, removing the "mini-economies" and having them directly contribute to your empire stockpiles

its better. for me personally its kind of fair becouse standard AI is too easy, and for me usually hard is little to hard. So standard with sectors is "okish"

I play with Autobuild and sectors disabled so I don't need it anymore. maybe I should try it now with 2.0. Are the Sectors building logical stuff nowadays?

Can you confirm, that it works, looks like there are some problems with define mods atm and I would like to know if I have to implement the known workaround?
