Adds the ADVENT Specter unit to the game.

Summary:

The ADVENT Specter is the result of the alien attempt to integrate the Codex's "attributes" to the ADVENT forces. Saturated with psionic energy the advent maintains a "spirit" state, dematerializing her body to allow passage through walls and any solid obstacles. The Specter comes with a prototype teleport ability, similar to the Codex's own teleport, however the ADVENT Specter can only teleport to a limited higher ground and only if she is near enough. The most lethal part of the Specter, is the Psionic Rifle that she wields, dealing Psi Damage on standard shots, it also enables the Specter to channel Psionic Energy to the rifle, projecting a wave of powerful psi energy that passes through anything and everything, destroying everything in it's path.
