You can... well, somewhat. Its related to mod naming i belive, however i never managed to prove 100% how to do that.
You could look up on forums i guess.

Its very likely they edit the same values, if so its up to load priority for "who" edits the value.
@CMDR Emotions you sure it works? Haven't updated in eons, didn't tought it possible for it to still work.

Does anyone know if there is a mod like this that works with the Ethics and Civics overhaul mods? Said mod/s seem to override this one.

Not in the forseeable feature i'm afraid, haven't modded stellaris in a long time, not sure if i still remember how.
Feel free to use the files as you please.

No idea to be honest, haven't tried it, but unless they changed how mods work again, it should work.
