Randomized Starting System

Description
Simple mod to give more variety in starting systems. It is possible to have colonizable worlds within your starting system, even (very rarely) a pre-FTL species. It also stops the galaxy generating two free colonizable planets for you at the start so you may have to look further for your first colony.

Overwrites the empire system initializers so will not be compatible with any mod that changes starting system, beyond that there should be no compatibility issues.

I may add more interesting rare starting systems if there is demand for it.

also maybe some megastructures next to/inside your home system would be cool for rare start (the broken ones) unless that'd require making it need Utopia and you don't wanna do that

the other mod i found to do this doesn't do anything except remove the guarenteeds

yea this doens't work in 1.8, and it causes synthetic pops to try and use food instead of just building
