Description
Allow construction of all emplacements in the home base sector
Also reduces the popcap of nearly all emplacements
Reduced fuel cost of the 17 pounder but increased the manpower cost
Added counter barrage to the 152mm howitzer (soivet)

Thank you for your work.It would be the best of if you could to do a mod that allow all armies to build emplacements in base (without to reduce/increase popcap/fuel/manpower) and to allow also to build as many heavy tanks as you want.
