The Atomic Cockatoo was a experiment from the scientist that suffered a different kind of mutation. He was send to another dimension to learn about the secrets of the Universe. When he came back, he was exposed to a extra-dimensional energy that made him gain infinite power.
The scientist tried to kill him before he became to powerful, but it was already too late. So instead he created a robotic body to lock the bird inside of it, and avoiding him from developing his ultimate power.

The Atomic Cockatoo doesn't have much in common with a real cockatoo, that because of his extra-dimensional nature. He has a very serious personality, always philosophizing about his own immortality.
