Extended Outliner

Description
Extends the outliner to fill the entire available vertical space.

Moves the warfare and federation icons to the bottom left.

Compatible with Stellaris 2.1.0. Includes 1.6 version in steam mod package.

Tested on 1366x728 resolution, but seems to be compatible with any display size.
