Pre-ancient units maintenance cost

Description
* Works with September 2019 Game Update *

Increases the maintenance cost of pre-ancient military units (warrior, eagle warrior, scout, okihtcitaw, slinger, war cart) to 1 gold/turn.

Also moves the Conscription-policy (-1 gold maintaince per turn per unit) to the Feudalism-civic.

The palace gives 7 gold/turn (up from 5 gold/turn), to compensate a little for the maintenance increase.

Awesome!!!! Im trying to find a way for the ai to stop the insane scout, warrior spam that is flooding the world and getting tired of purging them. Thank you for making this. :-)
