Civ5 Hills (+1 production, -1 food)

Description
Hills now give +1 production, -1 food (original: +1 production, -0 food). This makes hills like they were in civ V, and creates a choice between high food (settle near flat land) and high production (settle near hills).

Actually this mod should be renamed as 'Civ 4 Hills'. In Civ 5, hills always give fixed yield of 2 production/0 food, regardless of its base terrain (except snow). But I think this mod is more balanced than 'Civ 5 hills' for Civ 6, because mines are the best improvement in Civ 6, and Russia is still OP even when they have only 1 production on tundra hills.

This balance was proven from Civ 1 on. No idea why they had to change it. Thanks for rolling that back.

Plain hills normally give 1 food, so they give no food with this mod.
Petra should work like normal and give 1 food to desert hills.

Does plain hills have no food??? and how about desert hill with petra?

I agree hills are OP in the game. Now seems more balanced, thanks!
