Summonable Spriggan Fence in the Archmage's Quarters

Adds a book titled "The Thief and the Fence" to the Guildmaster's desk in the Ragged Flagon Cistern. Reading it grants the lesser power "Call of the Spriggan", which can be used to try to call a Spriggan fence to the player's location or dismiss her if she is already called. For reasons explained in the book, she can only be called in the Archmage's Quarters in the College of Winterhold.

Her gold increases based on the player's progress in the Thieves Guild questline, like other fences. She herself is not a member of the Guild, but she benefits from the healthy trade in stolen goods.

The Spriggan uses the "FemaleSultry" voice. She is protected, meaning nobody but the player can kill her. If you desummon her after killing her, the lesser power "Call of the Spriggan" is removed and will not be given again upon reading the book.
