Downtown Wall Fixes

New:
- Downtown Survival Map (whoops not in map selection, need to fix);
- Terrorist Character explodes on death;
Fixes:
- Fixed almost all jaw bugs that were somewhat noticeable when playing in Third Person perspective;
- Fixed incorrect magazine ammo being applied to Saiga on round start.
Misc Changes:
- Removed Notim Portant death sound from TPS and FPS characters;
- Lowered minimum enemy spawn distance for Army Base;
- KF2 Soundtrack moved to Soundtracks selection;
- Gangstah Perk renamed to No Perk (as it was never working to begin with);
- Adjustments to Weapon Stats and Descriptions UI to make it more accurate;
- Tiny increase in damage for Pistol and UZI;
- Increased AI Fire Rate for enemies carrying MP5s, AK47s and Deagles

Actually implemented the Survival Spawnpoint logic changes. I forgot to save them last time :d

Issues I haven't noticed until now:
- Wrong Armor Model for Isometric Postal Dude, ah damnit.
- Metro for Regular Wave Set not working (enemies do not spawn).

Department:
- Object visibility fixes for Isometric view

General changes:
- Survival Spawnpoint logic changes: Subwaves with large enemy numbers now spawn more spread out (6 enemies max per spawnpoint instead of 10);
- Character outlines re-enabled for Isometric mode, but kept disabled for First/Third Person modes;
- Low health red screen effect re-enabled/fixed.

Department:
- File size optimizations;
- ISIS flags for ISIS waves;

Truckstop:
- Map structural changes (inner walls removed, so when you blow em all up, you can go through them with no issues);
- Navigational changes (to prevent enemies getting stuck at sandbags, not thoroughly tested);
- ISIS flags and Burning City background for ISIS waves;

General changes:
- Civilian/enemy outlines removed;
- Minimap is visible at all times;
- New playable character: Redhead (Craxi, Dante and Shadow not added YET);
- Slight change to Metal music set;
- Custom Weapon added: Saiga-12 fully automatic shotgun. She weights 3.6 kilograms and fires 12-gauge buckshot at 600 rounds per minute. To access it, spawn it via the cheats menu (same as M240B handheld);
- Reworked Default and ISIS wave sets, as well as additions of Desert Eagle wielding enemies for more variety;
- Color variations for ISIS enemies;
- Reworked Main Menu visuals: Notim Portant replaced by Psycho Cop, Pistol with Desert Eagle, lighting changes;
- Psycho Soldier uses a different melee attack (Weapon Bash instead of Kick / Standing only)
- Added Execution sound for 3rd Person Postal Dude

Issues introduced that need fixing:
- No red screen for near death
- Department Isometric View object visiblity
- Re-enable outlines for Isometric view?
