UU Change:

Overwatch agents: Now no longer grant siege bonus near enemy city.


This kind ability it was a little bit too strong, especialy with the combo with UA. So I decided to balance it, UA and UB is still good and strong keep this civilization in balance spot with the nerf of UU.
