Fully updated ferry prices from directferries.de for December average. Most prices of ferries went up and some significantly (holiday times).

Mod is adapted for 1.30 official release.

Change log:
Added default time zone.
Added time zones for countries including Belarus and Russia for RusMap.
1.30 introduced scaling of police fines based on experience which some other economy mods already use. I erased that because that socialist way of fines have only Finland and Switzerland AFAIK.
Reworked experience for parking: 20 for easy, 50 for medium and 125 for hard.
Added experience for parking doubles (+~45% on above): 30 for easy, 75 for medium and 180 for hard.
